With 10 being the best:

Employees rated 10; there are none, so quit looking.
Employees rated 7 – 9; keep them and train them.
Employees rated 4 – 6; keep them while searching diligently for replacements.
Employees rated 1 -3; fire them at the end of the day today. You will be happier even if you have to do all the work yourself.
