It’s the wave of the future, Tom.  Cameras on cell phones, mobile internet access, etc.  The test proctor cannot monitor every test-taker closely enough to ensure that test questions are not getting copied and distributed or answered via internet access.  If test questions are getting leaked, then new questions would need to be written for every test–making test costs higher and higher–and in the meantime allowing some less honest test takers to pass when maybe they should not have.
